Pez dispensers? Thats  an amusing use for heads  I hadn't seen before, nice find :thumbup:
However, I feel I must point out that Ahsoka Tano is, in fact, a Togruta and not a T'wilek. :classic:

I think the head might be (middle) a indy set fig like short round. And did he get the AT-TE set cause if he did I want mine NOW!!

I'm thinking that center fig is young Boba... :sceptic:  A little too cute and happy, though. The hair is fine, though... Interesting... I'll probably get a couple of these... :thumbup:

And it's Twi'lek, and Ashoka is a Togruta. :wink:

These are not Pez dispensers, they are that one brick with a stud in the middle with three 1x1 bricks then the head on top. I can see the lines in between the bricks...  :sadnew: .

...I think it's quite obvious ;) . It's just an MOC of Pez dispensers.

I hope the headpiece is removable.

LEGO Group used to have some other "events" for buys of their products which they often give out gift bags. Though recently I haven't heard of any, it's possible this was something in a gift bag. I believe it was on eBay someone discovered the Ahsoka figure Ahsoka Keychain Ebay Link.

It could also have been some type of promotional event at a Mall or LEGO Store, etc. Those would be my guesses as to where it came from.
