What you need to do is
- send a polite PM to those that havent paid, to the effect of "pay up, or we proceed without you". Set a public deadline, a reasonable time ahead to allow people to be paid by work.
- Those that haven't paid by the deadline, hard luck! The remaining tickets are made available again
- The person that originally asked for five tickets gets first refusal. I'd be good for another, too.

Does that sound fair?

There was a deadline set - in April I believe. I get paid next week, so will pay then  ;-)
