I think the best chance of seeing a new Lord of the Rings set would be in a potential third wave of LEGO Batman Movie sets.

The Eye of Sauron plays a large enough role in the movie that I could see a downsized version of the tower appearing in a set (either as a mid-sized build or a mini promo build).
